NEW ADVERTISEMENT POLICY [ WITH EFFECT FROM 2nd October,2007 ]


The Directorate of Advertising & Visual Publicity (DAVP) is the nodal agency of the Government of India for advertising by various Ministries and organizations of Government of India including public sector undertakings and autonomous bodies. The primary objective of the Government in advertising is to secure the widest possible coverage of the intended content or message through newspapers and journals of current affairs as well as Science Art, Literature, Sports, Films, Cultural Affairs etc. In releasing advertisements to newspapers /journals the DAVP does not take into account the political affiliation or editorial policies of newspapers/journals. However, DAVP would avoid releasing advertisements to newspapers /journals, which incite or tend to incite communal passion, preach violence, offend the sovereignty and integrity of India or socially accepted norms of public decency and behavior.

In supercession of all earlier orders, the Government hereby lays down the New Advertisement policy with effect from 2nd October,2007.

NOTE : House Journals, Souvenirs and Annual Periodicals, will not be empanelled.

Fresh applications for empanelment may be made twice a year i.e. once at the end of February and other by the end of August. 

The Applications made before February end will be considered in month of May of the same year and their contract will start w.e.f. 1 July of the same year and applications made before August end will be considered in November and their contract will start w.e.f 1st January of the next year. 

The details of documents required for empanelment with DAVP is in ANNEXURE


1. RNI Registration Certificate.

2. Evidence for Circulation 
(Chartered Accountant Certificate/Cost Accountant Certificate/Statutory Auditor Certificate/ABC Certificate, as applicable).

3. Copy of the annual return submitted to RNI with receiving proof.

4. A daily newspaper should furnish issues of first one month along with issues of the 9th month and 17th month of their publication.

5. Weeklies & Fortnightlies must furnish issues of preceding six months and monthlies should furnish latest 12 months issues.

5. Three copies of the commercial rate card.

6. Photocopy of the Permanent Account Number (issued by Department of Income Tax)

REQUIRED PRINT AREA

A newspaper/journal should have the following minimum print area:

Clause2
Government advertisements are not intended to be financial assistance to newspapers/journals. DAVP maintains a list of newspapers/journals approved for release of advertisements by empanelling acceptable newspapers/journals. DAVP will empanel only such newspapers/journals as are required for issuing advertisements of the Government of India. Care is taken to empanel newspapers/journals having readership from different sections of the society in different parts of the country.

Clause3
All Central Govt. Ministries/ Departments/ Attached & Subordinate Offices/ Field Offices shall route their advertisements, including display advertisements,through DAVP. However, they may issue tender notices directly to empanelled newspapers only at DAVP rates. PSUs, Autonomous Bodies & Societies of Govt. of India may issue all advertisements, directly at DAVP rates to empanelled newspapers, provided all classified and display advertisements

Panel Advisory Committee
There shall be a Panel Advisory Committee (PAC) for considering applications of newspapers/journals for being empanelled for receiving Government advertisements. This Committee shall be headed by Director General, DAVP and shall include Addl. Director General (Media & Communication)/Deputy Director General (Media & Communication) in the Press Information Bureau (PIB), Press Registrar/Deputy Press Registrar and Director/Deputy Secretary/ Under Secretary in the Ministry of Information & Broadcasting dealing with Print Media. The Committee will also have one representative each from the Association of big, medium and small newspapers.The recommendations of the PAC as accepted by the DG, DAVP regarding empanelment of a newspaper shall be final.

Newspapers/journals are classified into three categories, namely

i) Small, with a circulation of up to 25,000 copies per publishing day.

ii) Medium, between 25,001 and 75,000 copies per publishing day, and

iii) Big, with a circulation of above 75,000 copies per publishing day.

All newspapers/ journals seeking empanelment should comply with following:

1. It must have been uninterruptedly and regularly under publication for a period of not less than 36 months save as under:

(a) To provide special encouragement for newspapers in languages like Bodo, Garhwali, Dogri, Kashmiri, Khasi, Konkani, Maithili, Manipuri, Mizo, Nepali, Rajasthani, Sanskrit, Santhali, Sindhi, Urdu and tribal languages/dialects as certified by State Government OR newspapers published in J&K, Andaman & Nicobar Islands and North Eastern States can be considered for empanelment after 6 months of regular and uninterrupted publication. In the case of all regional and other language small & medium newspapers, the qualifying period shall be 18 months.

(b) In order to tap the readership potential of mass circulated newspapers, with a circulation of one lakh and above, such newspapers be made eligible for empanelment after a period of 1 year of regular and uninterrupted publication. The circulation claim of such newspapers will be considered only if certified by RNI or ABC.

2. It should comply with the provisions of the Press & Registration of Books Act, 1867.

3. It should not have been disqualified by DAVP in the last six years and should not be a defaulter of DAVP.

4. The period of disqualification should not exceed six years.

5. It should not have been Unestablished by RNI at the time of applying.

6. The applicant should also furnish a copy of the Certificate of Registration issued by the RNI in the name of the publisher.

7. The details of the paper like size, language, periodicity, print area and details of printing press etc. as asked for in empanelment form may be given.

8. Further, it must be substantiated that the paper is being published at a reasonable standard.
Reasonable standard, inter alia, means that

(a) The Print matter and photographs should be legible, neat, clear and without smudges, overwriting, and tampering.

(b) There should be no repetition of news items or articles from other issues.

(c) There should be no reproduction of news items or articles from other newspaper/journals and the source of news/articles should be mentioned.

(d) Masthead on its front page should carry the title of the newspaper, place, date and day of publication; it should also carry RNI Registration Number, volume & issue number, number of pages and price of newspaper/journals;

(e) The newspaper should carry imprint line as required under PRB Act; and

(f) Inner pages must carry page number, title of the paper and date of publication. For multi- editions place of publication must be mentioned in inner pages also.

(g) All the publications must carry editorial.

NOTE: The publisher must ensure that his/her publication fulfils all the norms laid down in the Policy before applying for empanelment/ rate renewal. The application form must be complete in all respects with supporting documents. Incomplete applications will not be considered.

Rate Contract
All empanelled newspapers/ publications will be asked to enter into a rate contract, which will be valid for a period of 3 years. However, a change in circulation can be accepted only once, after completion of one year from the date of rate contract, during the validity period of the rate contract, on the basis of CA/RNI/ABC certificates, as applicable, duly supported with the proof of submission of Annual Return for the previous year to RNI. However, in case of information regarding decrease in circulation from ABC/RNI, the decision of DG,DAVP will be final.

NOTE 1: Application for renewal of rate Contract can be downloaded from DAVP website.

NOTE 2: All empanelled publications must submit a copy of annual return submitted to RNI with receiving proof from RNI for the previous year , by 30th Septmeber every year ,failing which the newspaper can be deempanelled by DG,DAVP.

Regularity
The applicant should have published the newspaper on at least 25 days in each month during preceding 12 months. Weeklies should have published 46 issues during the preceding year, fortnightlies 23 issues and monthlies 11 issues during the preceding year to be considered being brought out regularly.

Newspapers given 31st May as deadline to file Annual Statements by RNI

After the financial year ends companies are engaged in issuing their annual statements as per the government order. This year, by May end we’ll see another round of financial statements being released. Registrar of Newspapers of India (RNI) in its latest order has made it mandatory for all the newspapers & periodicals to file their annual statements.

The order comes as the authority is undertaking a comprehensive exercise to modernize and streamline its functioning. It feels that filing of annual statements would help the government to assess the growth of the press in India.

The filing of annual statement is a compulsory task for all, according to the Press & Registration of Books Act, 1867.

The newspapers, who fail to file their statements by 31st May, will be deleted from the records of RNI as the authority would presume that the publication has been ceased. Also according to the rule book, failure to file the statement and false statements are punishable offences.


The total number of registered newspapers, as on 31st March, 2006 was 62,483. As of now 70,000 titles are registered with RNI. Of these, only 700 publishers file annual statements regularly. That accounts to be just the 10% of the total.

After the release of this order it would be observed how many newspaper organizations, considered to be the watchdogs of the society, mange to follow the code prescribed.

How to start a newspaper?


1. The first step to start a newspaper is to get the title (name of the proposed newspaper) verified from RNI.

2. For this the publisher has to make an application for title verification indicating the name, language, periodicity, owner name and place of publication of the newspaper proposed, and submit it to the District Magistrate concerned.

3. The District Magistrate after ensuring the credentials of the applicant, will forward the application to the RNI, who in turn checks the availability of the title and if found verifies it. RNI informs the DM and publisher, the availability of the title by issuing a letter of title verification.

4. After this, the publisher has to file a declaration with the District Magistrate in the prescribed format available and can start publishing the newspaper.

5. The first issue of the newspaper should be printed within 45 days from the date of authentication of the declaration if it is a daily or weekly and in case of other periodicals, within 90 days.

6. The application for registration can be submitted to the RNI along with an attested copy of the declaration, copy of title verification, first issue of the newspaper and a ‘No Foreign Tie up’ affidavit duly attested by a Notary.

7. The newspaper should contain volume number, issue number, title prominently displayed on the cover page and all pages, date line and page number on all pages and an imprint line containing the name of printer, publisher, owner and editor, address of the place of publication and name and address of the printing press.

8. If the printer and publisher are different persons, separate declarations are required.

What are the formalities required after registration?

A copy of the newspaper should be delivered to the RNI whenever it is printed. The first issue after the last day of February should contain the Form No.IV duly filled in (Statement regarding ownership and other particulars of the newspaper). It is also mandatory to submit an annual statement in form II , on or before the last day of May every year. In case of daily newspapers, an additional form AR-R may also be submitted.

When to file fresh declaration?

Whenever there is a change of publisher, printer, owners, periodicity and printing press, the publisher/printer has to make a fresh declaration

The Registrar of Newspapers for India, The office of the Registrar of Newspapers for India, popularly known as RNI came into being on 1 July 1956, on the recommendation of the First Press Commission in 1953 and by amending the Press and Registration of Books Act 1867. The Office of the Registrar of Newspapers is responsible for implementation of the Press and Registration of Books Act. The Registrar of Newspapers for India has its Headquarters at New Delhi. The Regional offices of RNI are at Mumbai, Kolkata and Chennai.

Following are the services provided by RNI: -
Title clearance: The title cell verifies and approves titles for new publication in the country. The applications are received from the Magistrates all over the country under section 6 of the Press and Registration of Books Act, 1867. These are examined with reference to a database of titles maintained in the office computer record. Titles are finally approved at the level of Press Registrar.

Registration of Newspapers: Once the Registrar of Newspapers for India verifies the title, on the basis of an authenticated application by Magistrate, the Publisher must apply for registration within a period of two years.

The following documents are required for registration:-
a) Copy of the Title Verification Letter.
b) Attested copy of the Declaration duly authenticated by the
District Magistrate/Additional District Magistrate etc.
c) Affidavit for No Foreign Tie-up duly notarized.
d) Copy of first issue of the publication brought out within 42 days in case of dailies and weeklies and 90 days for fortnightly and above.
e) Copy of the latest issue of the publication.
In case the applicant does not apply for registration within the stipulated period of two years, the title is deblocked and available to any other applicant.

Revised Registration Certificate:
The publisher must apply for the Revised Certificate of Registration in case of change of Publisher, Printer, Printing Press, Place of Publication and Periodicity. He/She is required to submit the following documents on the basis of which Revised Registration is issued: -

a) Original Certificate of Registration issued by the Office of the Registrar of Newspapers for India and in case it is lost, he/she is required to submit the affidavit for loss of certificate duly notarized along with the IPO of Rs.5/-.
b) Attested copy of the latest declaration duly authenticat by District Magistrate/Addl. District Magistrate concerned. (Prescribed format is available on the website www.rni.nic.in)
c) Affidavit for No Foreign Tie-up duly notarized.
d) Latest issue of the publication.
e) In case of change of Editor or price, the declaration is not required. The publisher can intimate these changes in writing. The changes will be entered in the Registrar of Newspapers records.
f) In case of change of ownership, the previous owner of the publication has to file an affidavit for transfer of ownership duly certified by the concerned First Class Magistrate concerned and the latest declaration filed by the present publisher/printer of the publication.

महाराष्ट्र शासनाच्या जीआरमध्ये शासनाच्या जाहिरात यादीवर नव्याने तसेच दरवाढ / श्रेणीवाढ मिळण्यासाठी शासन निर्णय, सा.प्र.वि.क".पीयुबी 1000/ प्र. क". 73/2000/34, दि. 1 मे 2001 अन्वये त्यातील ठरविलेल्या निकषांप्रमाणे पडताळणी होणे आवश्यक आहे. 



शासनमान्य यादीवरील सर्व प्रकाशनांची फेरपडताळणी/ फेरतपासणी दर 2 वर्षांनी करावी असेही या 1 मे 2001 च्या शासन निर्णयात जोडपत्र - अ मधील नियमावलीत 9ब, 9क व 25 मध्ये नमूद केलेले आहे. तसेच 9क व 9 प नियमाप्रमाणे अनियमित असलेल्या प्रकाशनांवर कारवाई करून अशा वृत्तपत्रांना जाहिरातींच्या शासनमान्य यादीतून वगळण्यात / बाद करण्यात यावे असा नियम आहे. यापूर्वी कागदावर लेखी व्यवहार केले जात असत. त्यामुळे रेकॉर्ड तपासणे शक्य होत नसे. मात्र आता संगणकीय वापरामुळे सर्व काही सोपे झाले आहे. माहितीच्या अधिकारान्वये सर्व माहिती उजेडात येत आहे.  

मी स्वत: याप्रकरणी अनेक त्रूटी शासनाच्या निदर्शनास आणल्या आहेत. त्यामुळे आता शासन निर्णयातील या नियमानुसार माहिती व जनसंपर्क महासंचालनालय आणि अधिपरीक्षक, पुस्तके व प्रकाशने विभागातर्फे काटेकोर अंमलबजावणी केली जाणार आहे. सर्व प्रकाशने / वृत्तपत्रांची फेरतपासणी / फेरपडताळणी करण्यात येणार आहे.

आदी बाबींची माहीती द्यावी लागते. शासनाची ही माहिती पुरविताना बऱ्याचदा गोंधळ ऊडतो. महाराष्ट्र शासनाबरोबरच केंद्र शासनाच्या डीएव्हीपीला सुध्दा दरवर्षी त्यांच्या विहित नमुना अर्जानुसार माहिती सादर करावी लागते. माहिती अर्ज वेळेत सादर न केल्यास सदर प्रकाशनाचे नाव शासनमान्य जाहिरातीव्या यादीवरून कमी केले जाते.
एकीकडे वृत्तपत्र क्षेत्रात होत असलेल्या एकूणच स्थित्यंतरामुळे तसेच आधुनिक माहिती-वृत्तपत्र क्षेत्रात झपाट्याने बदल होत आहेत. वृत्तपत्र कागद, शाई व इतर पुरक सामुगीच्या दरांमध्ये लक्षणीय वाढ झाली असून दिवसेंदिवस वृत्तपत्र चालविणे अगदी जिकरीचे झाले आहे. वृत्तपत्र चालविणे म्हणजे पांढरा हत्ती पोसण्यासारखे आहे. अशा परिस्थितीत वाढती स्पर्धा, कामातील दगदग, ताणतणाव आदी कारणांमुळे तसेच अनेकवेळा लोकांच्या समस्या, अडीअडचणी सोडवित असताना स्वत:ची जबाबदारी, कर्तव्ये मात्र आपण विसरून जातो. आपल्याला कर्तव्याची जाणिव असूनही आपण वेळेअभावी कधीकधी आपली कामे वेळच्या वेळी करीत नाही. त्याचा भुर्दंड सोसावा लागल्यावर मात्र आपल्याला पश्चाताप होतो, आपण ठिकाणावर येतो.
वृत्तपत्राचा दर्जा सुधारणे, फेबुवारी अखेरीस आरएनआयचे विवरणपत्र भरून सुपूर्द करणे, एप्रिल अखेरीस आरएनआयचे विवरणपत्र (फॉर्म) तसेच वार्षिक अहवाल भरून पाठविणे, शासकीय जाहिराती मिळविण्यासाठी राज्य शासनाच्या डीजीआयपीआर तसेच केंद्र शासनाच्या डीएव्हीपी या कार्यालयांशी संपर्क ठेवणे, आरएनआय कार्यालय, अधिपरिक्षक, पुस्तके व प्रकाशने यांच्याशी संपर्कात रहाणे, त्यांच्या तांत्रिक बाबी नियमितपणे पूर्ण करणे, या कामांसाठी वेळेवर योग्य निर्णय घेणारा आपल्याला हवा आहे काय?

समाचार पत्र का पंजीकरण

समाचार पत्र का पंजीकरण
समाचार पत्र के प्रथम अंक के प्रकाशन के बाद, आर.एन.आई. से समाचारपत्र को
पंजीकरण प्रमाणपत्र जारी करने का अनुरोध अवश्‍य कि‍या जाना चाहि‍ए । समाचार पत्रों/पत्रि‍काओं के पंजीकरण के लि‍ए जांच सूची/दि‍शा नि‍र्देश नि‍म्‍नलि‍खि‍त हैं :
1. आवश्‍यक दस्‍तावेज
(क) आर.एन.आई. द्वारा जारी शीर्षक सत्‍यापन पत्र की फोटोकापी ।
(ख) डी.एम./ए.डी एम/डी सी पी/सी एम एम/एस डी एम द्वारा प्रपत्र‑। में नि‍र्दिष्‍ट(देखें नि‍यम‑3)
प्रमाणीकृत घोषणा की सत्‍यापि‍त प्रति‍ ।
(ग) प्रथम अंक में खंड‑1 और अंक­‑1 का उल्‍लेख करें !
(घ) नि‍र्धारि‍त प्रपत्र में ‘ कोई वि‍देशी बंधन नहीं ‘ के लि‍ए प्रकाशक का शपथ पत्र(देखें परि‍शि‍ष्‍ट‑IV) ।
2. यदि‍ मुद्रक और प्रकाशक भि‍न्‍न हों तो अलग घोषणा दाखि‍ल करनी होगी ।
3. प्रथम अंक में स्‍पष्‍ट रूप से खंड‑। और अंक‑1, दि‍नांक‑रेखा,पृष्‍ठसंख्‍या और प्रकाशन के शीर्षक
का उल्‍लेख होना चाहि‍ए ।
4. घोषणा के प्रमाणीकरण की ति‍थि‍ से छह सप्‍ताह की अवधि‍ के भीतर (दैनिक‍/साप्‍ताहि‍क के
लि‍ए) और तीन महीने के भीतर(अन्‍य अवधि‍यों वाले प्रकाशनों के लि‍ए) प्रकाशन प्रकाशि‍त हो जाना चाहि‍ए ।
5. इंम्‍प्रिं‍ट लाइन में(क) प्रकाशक का नाम(ख) मुद्रक का नाम,(ग) स्‍वामी का नाम,(घ) मुद्रणालय का नाम व पूरा पता,(ड.) प्रकाशन का स्‍थान व पता,और (च) सम्‍पादक का नाम शामि‍ल होना चाहि‍ए ।
2.11.2 यदि‍ उचि‍त जांच पड़ताल के पश्‍चात आवेदन संतोषजनक पाया जाता है तो प्रेस पंजीयक अपने
यहां रखे गए रजि‍स्‍टर में समाचार पत्र के वि‍वरण दर्ज करेगा और प्रकाशक को पंजीकरण प्रमाण पत्र जारी करेगा ।
2.11 नई घोषणा करने पर नया/संशोधि‍त प्रमाण पत्र ले लें
2.12.1 जब भी कभी पैरा 2.6.1 के (क) से (ज) में उल्‍लि‍खि‍त परि‍स्‍थि‍ति‍यों में नई घोषणा की जाती है
,तो संशोधि‍त पंजीकरण प्रमाण पत्र के लि‍ए प्रेस पंजीयक को आवेदन करना आवश्‍यक होगा । लेकि‍न यदि‍ नई घोषणा पैरा 2.6.1 के (झ) से (ड) में उल्‍लि‍खि‍त परि‍स्‍थि‍ति‍यों के अंतर्गत की गई हो तो संशोधि‍त प्रमाणपत्र जरूरी नहीं होगा । आवश्‍यक दस्‍तावेज नि‍म्‍नानुसार हैं :
(क) सम्‍बद्द मजि‍स्‍ट्रेट द्वारा प्रमाणीकृत नई घोषणा की सत्‍यापि‍त फोटोकापी, जि‍समें
परि‍वर्तन(परि‍वर्तनों) का उल्‍लेख होगा ।
(ख) प्रकाशन के नवीनतम अंक की प्रति‍, जि‍समें सही इम्‍प्रिं‍ट लाइन,प्रकाशन का नाम तथा
दि‍नांक रेखा हर पृष्‍ठ पर मुद्रि‍त हो ।
(ग) आर.एन.आई. कार्यालय द्वारा जारी मूल पंजीकरण प्रमाणपत्र ।
(घ) यदि‍ मूल पंजीकरण प्रमाणपत्र खो गया हो, नष्‍ट हो गया हो, चोरी चला गया हो, तो
मजि‍स्‍ट्रेट द्वारा हस्‍ताक्षरि‍त शपथपत्र तथा उसके साथ आर.एन.आई. के नाम पर 5 रूपए का भारतीय पोस्‍टल आर्डर देना होगा ।
(ड.) स्‍वामि‍त्‍व के परि‍वर्तन की स्‍थि‍ति‍ में सम्‍बद्द मजि‍स्‍ट्रेट द्वारा प्रमाणीकृत स्‍वामि‍त्‍व सम्‍बन्‍धी
अंतरण‑पत्र (ट्रांसफर डीड) की सत्‍यापि‍त फोटोकापी भी प्रस्‍तुत करनी होगी ।
(च) प्रकाशन के शीर्षक/भाषा के परि‍वर्तन की स्‍थि‍ति‍ में शीर्षक सत्‍यापन पत्र की एक प्रति‍
प्रस्‍तुत करनी होगी ।
2.13 प्रमाण पत्र खो गया है ? डुप्‍लि‍केट प्रमाण पत्र ले लें
2.13.1 जब मूल पंजीकरण प्रमाण पत्र खो जाए या खराब हो जाए या चोरी चला जाए तथा ऐसी
परि‍स्‍थि‍ति‍ न हो, जि‍समें ऊपर बताए अनुसार नई घोषणा की जा सकती हो तो डुप्‍लीकेट पंजीकरण प्रमाण पत्र जारी करने के लि‍ए प्रेस पंजीयक को आवेदन दि‍या जा सकता है, जि‍सके साथ एक अलग पृष्‍ठ पर पूरा वि‍वरण देना होगा । कृपया ध्‍यान रखें यदि‍ प्रमाण पत्र खो गया है या चोरी चला गया है, तो पुलि‍स द्वारा दर्ज की गई प्राथमि‍की की एक प्रति‍ या पुलि‍स की मुहर लगी शि‍कायत की एक प्रति‍ जैसा पर्याप्‍त दस्‍तावेजी सबूत प्रस्‍तुत करना जरूरी होगा , जो दर्शाए कि‍ मामला सम्‍बद्द पुलि‍स अधि‍कारि‍यों को सूचि‍त कर दि‍या गया है । वांछि‍त दस्‍तावेज नि‍म्‍नानुसार हैं:
(क) नोटरी या सम्‍बद्द मजि‍स्‍ट्रेट द्वारा उसके हस्‍ताक्षर व कार्यालय मुहर के साथ प्रमाणीकृत इस
आशय का एक शपथपत्र ।
(ख) सम्‍बद्द मजि‍स्‍ट्रेट द्वारा प्रमाणीकृत नवीनतम घोषणा की सत्‍यापि‍त फोटोकापी ।
(ग) सही इम्‍प्रिं‍ट लाइन सहि‍त प्रकाशन के नवीनतम अंक की एक प्रति‍ 1
(घ) आर.एन.आई. के नाम पर 5 रूपए का भारतीय पोस्‍टल आर्डर ।
(ड.) ‘ कोई वि‍देशी बंधन नहीं ‘ के लि‍ए एक शपथ पत्र (देखें परि‍शि‍ष्‍ट‑।V)
प्रकाशक द्वारा भेजी जाने वाली
नि‍यत कालि‍क सूचना/रि‍टर्न
1. प्रपत्र ‑II में वार्षि‍क वि‍वरण (देखें नि‍यम 6(i)
2. प्रपत्र‑IV में समाचारपत्र के स्‍वामि‍त्‍व का तथा अन्‍य वि‍वरण(देखें नि‍यम 8)
3. परि‍शि‍ष्‍ट‑ VIII के अनुसार दैनि‍क प्रेस का वि‍वरण
4. आयाति‍त अखबारी कागज का इस्‍तेमाल करने वाले प्रकाशक को परि‍शि‍ष्‍ट‑IX के
अनुसार आयाति‍त अखबारी कागज की खरीद और खपत के बारे में भी रि‍टर्न भरनी होगी ।

3.1 अखबारी कागज़
3.1.1 इनमें से एक भारत सरकार की अखबारी कागज की नीति‍ के बारे में है । सरकार की वर्तमान
नीति‍ इस प्रकार है:
क) अखबारी कागज के वार्षि‍क स्‍वदेशी उत्‍पादन का कम से कम एक ति‍हाई हि‍स्‍सा,छोटे और
मझौले समाचारपत्रों के लि‍ए आरक्षि‍त रखा जाएगा ।
ख) वास्‍तवि‍क उपभोक्‍ताओं को अखबारी कागज के आयात की अनुमति‍ है 1
3.1.2 छोटे या मझौले ? आपको स्‍वदेशी अखबारी कागज मि‍ल सकता है
3.1.3 अखबारी कागज नीति‍ के उदेश्‍य के लि‍ए, उन समाचार पत्रों को छोटा और मझौला समाचारपत्र माना गया है, जि‍नकी अखबारी कागज की वार्षि‍क खपत 200 मीटरी टन से अधि‍क नहीं है । वर्तमान में स्‍वदेशी अखबारी कागज प्राय: उपलब्‍ध है तथा छोटे व मझौले समाचार पत्रों को इस सम्‍बन्‍ध में कोई समस्‍या नहीं होगी । फि‍र भी, यदि‍ आवश्‍यक हो, तो इस श्रेणी के समाचार पत्र,आर.एन.आई. से ‘ पात्रता प्रमाण पत्र ‘ के लि‍ए आवेदन कर सकते हैं, जो परि‍शि‍ष्‍ट में दि‍ए गए प्रपत्र में दि‍या गया है जि‍सके आधार पर वे अनुसूचि‍त कागज कारखानों से स्‍वदेशी अखबारी कागज प्राप्‍त कर सकेंगे ।
3.1.4 पर्याप्‍त नहीं ? आप अखबारी कागज आयात कर सकते हैं
3.1.5 सरकार की वर्तमान नीति‍, वाणि‍ज्‍य मंत्रालय की अधि‍सूचना दि‍नांक 5.3.1997 तथा सूचना एवं प्रसारण
मंत्रालय की सार्वजनि‍क सूचना दि‍नांक 26‑3‑98 में प्रस्‍तुत की गई है । इसके अनुसार प्रत्‍येक पंजीकृत समाचार पत्र अखबारी कागज का आयात कर सकता है । इसके लि‍ए, समाचार पत्र के प्रकाशक/स्‍वामी को समाचार पत्र के पंजीयन प्रमाण पत्र को आर.एन.आई. से प्रमाणीकृत कराना होगा, जि‍सके आधार पर आयात की अनुमति‍ प्रदान की जाएगी । इस प्रयोजन के लि‍ए परि‍शि‍ष्‍ट‑VI में दि‍ए गए प्रपत्रों में आवेदन दि‍ए जा सकते हैं । आवेदन के साथ (क) समाचारपत्र के नवीनतम पंजीकरण प्रमाणपत्र की दो प्रति‍यां (ख) पि‍छले कैलेंडर वर्ष के लि‍ए वार्षि‍क वि‍वरण की सत्‍यापि‍त प्रति‍, और (ग)आवेदन की ति‍थि‍ से पि‍छले 12 महीनों के प्रत्‍येक महीने के लि‍ए एक‑एक नमूना अंक भेजने होंगे । लेकि‍न उन समाचारपत्रों को जि‍नकी शुरूआत और पंजीकरण के बाद एक वर्ष पूरा न हुआ हो,उन्‍हें ऊपर(ख)और(ग) में नि‍र्दि‍ष्‍ट दस्‍तावेज भेजने की आवश्‍यकता नहीं है । ऐसे मामलों में (क) में नि‍र्दि‍ष्‍ट दस्‍तावेजों के अलावा,प्रकाशन के प्रत्‍येक पूर्ण महीने का नमूना अंक प्रस्‍तुत कि‍या जाना चाहि‍ए ।
4.2 वार्षि‍क वि‍वरण
प्रत्‍येक प्रकाशक को समाचार पत्र के बारे में एक वार्षि‍क वि‍वरण प्रेस पंजीयक को भेजना होगा । यह वि‍वरण, समाचार पत्र पंजीकरण(केन्‍द्रीय)नि‍यम,1956 की अनुसूची के प्रपत्र ।। में देना होगा । देखें नि‍यम 6(i) ।
4.2.2 कैलेंडर वर्ष के अनुसार भेजे जाने वाले यह वि‍वरण अगले वर्ष के फरवरी माह के अंति‍म दि‍वस
से पहले/तक पहुंच जाना चाहि‍ए ।
4.2.3 जहां समाचार पत्र की प्रसार संख्‍या,प्रति‍ प्रकाशन दि‍वस 2000 से अधि‍क हो, वहां वार्षि‍क वि‍वरण
के साथ नि‍र्धारि‍त प्रपत्र के नीचे खंड‑ख के अनुसार चार्टर्ड एकाऊटेंट या योग्‍यता प्राप्‍त लेखा परीक्षक का प्रमाण पत्र प्रस्‍तुत करना होगा ।
4.2.4 समय से वार्षि‍क वि‍वरण दाखि‍ल न करने पर पी आर बी अधि‍नि‍यम के अंतर्गत दंडात्‍मक कार्रवाई की जा सकती है ।
(टि‍प्‍पणी: प्रेस पंजीयक को हर वर्ष देश में समाचार पत्रों की स्‍थि‍ति‍ के बारे में एक रि‍पोर्ट सरकार को देनी
होती है ,जो प्राय: प्रकाशकों से प्राप्‍त वार्षि‍क वि‍वरण के आधार पर होती है । इसलि‍ए ,समाचार पत्र प्रकाशक,कृपया प्रपत्र ।। में अपने वार्षि‍क वि‍वरण की सम्‍पूर्ण व सही‑सही जानकारी दें (देखें नि‍यम 6(।) । दैनि‍क समाचारपत्रों द्वारा परि‍शि‍ष्‍ट‑VIII में दि‍ए अनुसार एक वि‍वरण भी देना होगा । )
4.3 स्‍वामि‍त्‍व वि‍वरण
4.3.1 प्रत्‍येक वर्ष फरवरी के अंति‍म दि‍न के बाद नि‍कलने वाले प्रथम अंक में समाचार पत्र के
स्‍वामि‍त्‍व तथा अन्‍य सम्‍बन्‍धि‍त वि‍वरण प्रकाशि‍त कि‍या जाना चाहि‍ए । वि‍वरण समाचार पत्र पंजीकरण(केन्‍द्रीय)नि‍यम,1956 की अनुसूची में दि‍ए गए प्रपत्र IV में देना होगा(देखें नि‍यम 8) ।
4.5 क्‍या आपने अखबारी कागज आयात कि‍या है ? रि‍टर्न भरि‍ए !!!
4.5.1 समाचार पत्र के प्रकाशक/स्‍वामी को 30 सि‍तम्‍बर को समाप्‍त छमाही की
अर्ध‑वार्षि‍क रि‍टर्न और 31 मार्च को समाप्‍त वर्ष की वार्षि‍क रि‍टर्न क्रमश: 31 अक्‍टूबर और 30 अप्रैल तक भेजनी होगी, जि‍समें सम्‍बद्व अवधि‍यों में खरीदी तथा उपयोग की गई आयाति‍त अखबारी कागज की मात्राएं दि‍खाई जाएंगी । छमाही रि‍पोर्ट प्रकाशक/स्‍वामी द्वारा और वार्षिक रि‍पोर्ट चार्टर्ड एकाउंटेंट द्वारा प्रमाणि‍त की जाएगी । रि‍टर्न का नमूना प्रपत्र परि‍शि‍ष्‍ट‑IX में दि‍या गया है ।
4.5.2 समय पर रि‍टर्न दाखि‍ल न करने या गलत जानकारी देने पर समाचार पत्र अखबारी कागज के
आयात के लि‍ए, पंजीयन प्रमाणपत्र के प्रमाणीकरण के लि‍ए अयोग्‍य हो जाएगा ।


जरूरी दस्‍तावेज इस प्रकार हैं :
(क) वर्ष‑‑‑‑‑‑‑‑के लि‍ए वार्षिक वि‍वरण की एक फोटोस्‍टेट प्रति‍ । दैनि‍क समाचारपत्रों के
प्रकाशक परि‍शि‍ष्‍ट VIII में नि‍र्धारि‍त प्रपत्र पर दैनि‍क प्रेस का वि‍वरण भी भेज सकते हैं ।
(ख) दैनि‍कों के मामलों में दि‍नांक ‑‑‑‑‑‑‑‑के लि‍ए कैलेंडर वर्ष ‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑‑के प्रत्‍येक
महीने के सात‑सात अंक और अन्‍य नि‍यतकालि‍क पत्रों के मामलें में सभी अकों का एक सैट । नवीनतम अंक की एक प्रति‍ भी भेजी जानी चाहि‍ए ।
(ग) मुद्रण मशीनों का वि‍वरण अर्थात् प्रत्‍येक मशीन का मेक,साइज,प्रति‍ घंटा गति आदि‍,मुद्रण
सारणी(पृष्‍ठवार) तथा अन्‍य मुद्रण कार्यों का वि‍वरण ,यदि‍ हो तो, साथ ही प्रिंट आर्डरों,मुद्रण प्रभार के बि‍लों और ‑‑‑‑‑‑‑‑महीने के लि‍ए भुगतान के प्रमाण स्‍वरूप प्राप्‍तकर्ता की रसीदों की फोटोस्‍टेट प्रति‍यां ।
(घ) अखबारी कागज का वि‍वरण जि‍समें प्रथम दि‍वस का प्रारंभि‍क अधि‍शेष,वर्ष‑‑‑‑‑‑के
दौरान खरीदी मात्रा, वर्ष के दौरान कुल खपत तथा आलोच्‍य वर्ष के अंति‍म दि‍न
का अंति‍म अधि‍शेष ।
(ड.) आलोच्‍य वर्ष के लि‍ए कागज खरीदने के बि‍लों की फोटोस्‍टेट प्रति‍यां तथा साथ ही
भुगतान के प्रमाण स्‍वरूप प्राप्‍तकर्ता की रसीदों की प्रति‍यां ।
(च) आपूर्ति स्‍त्रोत से प्रकाशन स्‍थान तक अखबारी कागज की ढुलाई से सम्‍बन्‍धि‍त बि‍लों की
फोटोस्‍टेट प्रति‍यां ।
(छ) एजेंट/हॉकर का नाम, स्‍टेशन,प्रेषि‍त प्रति‍यों की संख्‍या,प्रेषण माध्‍यम अर्थात् रेल,सड़क,डाक आदि‍,
प्राप्‍त भुगतान ,की प्रति‍यों के वि‍तरण का ब्‍यौरा देने वाला एक वि‍वरण जि‍सके साथ‑‑‑‑‑‑महीने के लि‍ए एजेंसी बि‍लों,एजेंटों/हॉकरों को जारी भुगतान रसीदों,प्रेषण रसीदों आदि‍ की फोटोस्‍टेट प्रति‍यां 1
(ज) कैलेंडर वर्ष ‑‑‑‑‑‑‑के लि‍ए लाभ‑हानि‍ खाता । यदि‍ लाभ‑हानि‍ खाता वि‍त्‍तीय वर्ष आधार पर
बनाया गया है, तो जनवरी से दि‍सम्‍बर‑‑‑‑‑‑‑तक माह‑वार बि‍क्री आय की प्रति‍यां प्रस्‍तुत की जानी चाहि‍ए, जि‍समें बेची गई प्रति‍यों की माह‑वार बि‍ल राशि‍ का उल्‍लेख हो ।
(झ) स्‍वामी की स्‍थायी आयकर संख्‍या, यदि‍ हो तो, लि‍खें ।
टि‍प्‍पणी: कृपया ध्‍यान दें कि‍ दस्‍तावेजों की प्रति‍यां और उनकी फोटोस्‍टेट प्रति‍ राजपत्रि‍त अधि‍कारी द्वारा
सत्‍यापि‍त कराके भेजी जाएंगी । यदि‍ असत्‍यापि‍त प्रति‍यां प्राप्‍त होती हैं, तो उन पर वि‍चार
नहीं कि‍या जाएगा ।

RNI : The Registrar of Newspapers for India.

The office of the Registrar of Newspapers for India, popularly known as RNI came into being on 1 July 1956, on the recommendation of the First Press Commission in 1953 and by amending the Press and Registration of Books Act 1867. The Office of the Registrar of Newspapers is responsible for implementation of the Press and Registration of Books Act. The Registrar of Newspapers for India has its Headquarters at New Delhi. The Regional offices of RNI are at Mumbai, Kolkata and Chennai.

How to start a newspaper?

1. The first step to start a newspaper is to get the title (name of the proposed newspaper) verified from RNI.

2. For this the publisher has to make an application for title verification indicating the name, language, periodicity, owner name and place of publication of the newspaper proposed, and submit it to the District Magistrate concerned.

3. The District Magistrate after ensuring the credentials of the applicant, will forward the application to the RNI, who in turn checks the availability of the title and if found verifies it. RNI informs the DM and publisher, the availability of the title by issuing a letter of title verification.

4. After this, the publisher has to file a declaration with the District Magistrate in the prescribed format available and can start publishing the newspaper.

5. The first issue of the newspaper should be printed within 42 days from the date of authentication of the declaration if it is a daily or weekly and in case of other periodicals, within 90 days.

6. The application for registration can be submitted to the RNI along with an attested copy of the declaration, copy of title verification, first issue of the newspaper and a ‘No Foreign Tie up’ affidavit duly attested by a Notary.

7. The newspaper should contain volume number, issue number, title prominently displayed on the cover page and all pages, date line and page number on all pages and an imprint line containing the name of printer, publisher, owner and editor, address of the place of publication and name and address of the printing press.

8. If the printer and publisher are different persons, separate declarations are required.

What are the formalities required after registration?

A copy of the newspaper should be delivered to the RNI whenever it is printed. The first issue after the last day of February should contain the Form No.IV duly filled in (Statement regarding ownership and other particulars of the newspaper). It is also mandatory to submit an annual statement in form II , on or before the last day of May every year. In case of daily newspapers, an additional form AR-R may also be submitted.

When to file fresh declaration?

Whenever there is a change of publisher, printer, owners, periodicity and printing press, the publisher/printer has to make a fresh declaration...



Following are the services provided by RNI: -

Title clearance: The title cell verifies and approves titles for new publication in the country. The applications are received from the Magistrates all over the country under section 6 of the Press and Registration of Books Act, 1867. These are examined with reference to a database of titles maintained in the office computer record. Titles are finally approved at the level of Press Registrar.

Registration of Newspapers: Once the Registrar of Newspapers for India verifies the title, on the basis of an authenticated application by Magistrate, the Publisher must apply for registration within a period of two years.

The following documents are required for registration:-

a) Copy of the Title Verification Letter.
b) Attested copy of the Declaration duly authenticated by the
District Magistrate/Additional District Magistrate etc.
c) Affidavit for No Foreign Tie-up duly notarized.
d) Copy of first issue of the publication brought out within 42 days in case of dailies and weeklies and 90 days for fortnightly and above.
e) Copy of the latest issue of the publication.

In case the applicant does not apply for registration within the stipulated period of two years, the title is deblocked and available to any other applicant.

Revised Registration Certificate: The publisher must apply for the Revised Certificate of Registration in case of change of Publisher, Printer, Printing Press, Place of Publication and Periodicity. He/She is required to submit the following documents on the basis of which Revised Registration is issued: -

a) Original Certificate of Registration issued by the Office of the Registrar of Newspapers for India and in case it is lost, he/she is required to submit the affidavit for loss of certificate duly notarized along with the IPO of Rs.5/-.

b) Attested copy of the latest declaration duly authenticat by District Magistrate/Addl. District Magistrate concerned. (Prescribed format is available on the website www.rni.nic.in)

c) Affidavit for No Foreign Tie-up duly notarized.

d) Latest issue of the publication.

e) In case of change of Editor or price, the declaration is not required. The publisher can intimate these changes in writing. The changes will be entered in the Registrar of Newspapers records.

f) In case of change of ownership, the previous owner of the publication has to file an affidavit for transfer of ownership duly certified by the concerned First Class Magistrate concerned and the latest declaration filed by the present publisher/printer of the publication.

Circulation Check: Circulation verification of newspapers is undertaken with the authority derived from Section 19 F of the Press and Registration of Books Act 1867. RNI takes up cases for circulation check, which are referred to it by, DAVP/PIB/State Governments and the Ministry of Information and Broadcasting. Check is also undertaken on the basis of serious complaints against publications. Circulation checks are carried out on the basis of documents and/or physical verification check. Certificates are issued as either Established, Lower established or Unestablished.

The documents required for Verification of Circulation claim are under: -

a) A Photostat copy of Annual Statement for the year under verification. The publisher of daily newspapers may also send Statement of daily Press in Form AR-4 (Statement regarding Daily Press Newspapers). The form can be down loaded from the official website www.rni.nic.in.

b) Seven issues of each month of the year under verification for the dates (as specified in the notice) in the case of dailies and one set of all issues in the cases of other periodicals. One copy of the latest issue may also be sent.

c) Details of printing machinery, its make, size, speed per hour etc. of each machine, printing schedule (page-wise and details) of the other printing jobs if any, along with Photostat copies of print orders, printing charges bills and payee’s receipts as proof of payment for the month (as specified in the notice)

d) Particulars of newsprint with opening balance as on the first day of April (the year as specified in the notice), quantity purchase during the year under verification, total consumption during the year and closing balance as on the last day of the year under check, the % age of wastage during printing, Grammage of the newsprint used may also be indicated.

e) Photostat copies of the paper purchase bills for the year under check along with copies of the payee’s receipts as proof of payment.

f) A statement giving details about the distribution of copies such as name of the agent/hawker, stating number of copies sent, mode of despatch i.e. by rail, road, post etc., payment received, mode of despatch along with Photostat copies of agency bills, payment receipts issued to agents/hawkers dispatch receipts etc. for the month (as specified in the notice).

g) Profits and Loss account for the financial year under verification, month-wise sale proceeds from April to March (the year as specified in the notice) along with Profit and Loss account may be submitted, indicating the month-wise billed account of sold copies.

h) Permanent income tax number of owner, if any. If not, the reasons thereof.

Note: All Photostat documents must be attested by Gazetted Officer/Notary Public. Unattested documents will not be entertained. Name, designation and office of the attesting officer should be mentioned clearly.

Eligibility Certificate for import of Newsprint: The publisher/owner of newspaper/ periodical registered with the Registrar of Newspapers for India, has to submit the following documents for obtaining the Eligibility Certificate for import of newsprint (standard/glazed):-

a) Application form duly filled in and signed by the publisher/owner.
b) Photocopy of the Annual Statement for the previous financial year duly certified by the Chartered Accountant and attested by Notary public.
c) Annual Return for import and consumption of newsprint for the previous financial year duly signed by the Publisher/owner and certified by the Chartered Accountant in original.
d) Two Photocopies of Certificate of Registration issued by the Registrar of Newspapers for India.
e) 12 copies of the publication i.e., a copy each of the month published during the previous financial year along with the latest issue of the publication.
f) Purchase of Indigenous Newsprint: The small and medium newspapers registered with the Registrar of Newspapers for India can purchase indigenous newsprint as per their requirement by producing Registration Certificate to scheduled mills recognized by the Government.

2.8. The Office of the Registrar of Newspapers for India has the facility for the public to meet senior officers thrice a week on Mondays, Wednesdays and Fridays between 2.30 pm to 4.30 pm. The publishers’ can meet the officers during this period for their queries as well as grievance redressal. It is also necessary that the publishers should furnish the complete documents, so that RNI faces no difficulty to process the files in time. Strict adherence of the PRB Act guidelines such as filing declarations with the District Magistrates concerned, submission of annual statements by the publishers in time etc., are essential for the effective functioning of RNI.

2.9. The following arrangements have been made for the benefit of the publishers:
a) Annual Statements will be received at the Regional Offices of RNI located at Chennai, Mumbai and Kolkatta, Regional/Branch Offices of Press Information Bureau, Directorate of Advertising & Visual Publicity, Directorate of Field Publicity and the offices of District Information and Public Relations Officers of all the States and Union Territories.
b) Publishers of the North-East Region can contact the Offices of Press Information Bureau for their queries.
c) RNI’s website can be used for knowing about the status of the title verification applications and registered publications.

2.10. It is the endeavour of RNI to discharge its functions within the stipulated time. For any kind of grievance, officers of RNI can be contacted on phone or in person on three days in a week i.e., on Mondays, Wednesdays and Fridays between 4.00 pm and 5.00 pm.

1. Annual Statement & AR 4 Forms Yes. As per PRB Act all the publishers are required to submit annual statements and AR-4 form (statement of daily press) latest by 31st May every year
Regional Offices of PIB, DAVP & DFP and District level officers of the Directorate of Information & Public Relations of every states have been authorised to collect the annual statements on behalf of RNI.

2. Form IV Statement about ownership and other particulars about newspaper
Yes. All the publishers are required to publish the form in the first issue every year after the last day of February.

Guidelines/Procedure for allotment of titles

Application Procedure –

1. Application for title verification must be routed through the Magistrate concerned
in the prescribed format.
2. The application for title verification must bear the seal and signature with date of
Magistrate concerned.
3. The application must contain the names of proposed title/titles, its language,
periodicity, owner’s name and address and place of publication.
4. The applicant shall have to give an undertaking that the title/titles proposed is/are
not owned by any Govt. agency.
5. Applications for title verification, incomplete in any respect would be liable for
rejection.
6. Titles would be allotted on first-come-first-serve basis, except in conditions laid
down under these guidelines.
7. In following cases title may be allotted on priority basis:
a. Where applicant produces NOC from Ministry of Information &
Broadcasting in case of a Foreign Title.
b. Where existing title owner applies for a title which is same as the title
owned by him and can not be allotted to any other.
c. In case of a direction from the court or any statutory authority, which is
binding and it is decided not to appeal against the direction/order.
d. Where a title is rejected by RNI inadvertently and on reconsideration it is
found that the same could have been allotted to the applicant.
e. In all other cases as decided by Press Registrar for reasons to be
recorded in writing.
Procedure to be followed for Title Verification –
1. Titles same or similar to a Foreign Title (F.T) in any language may not be
allotted until a valid license agreement with the foreign title owner is
produced.
2. As per PRB Act, 1867, same or similar title shall not be allotted in a State in
any language and in the same language no title same or similar to the
existing ones shall be allotted in the whole of India.
3. In cases where an applicant has applied for a title and a Discrepancy Letter
(D/L) is issued, the title would be blocked/held for a period of one month and
the applicant would be asked to furnish reply to the discrepancy within two
weeks of issue of the letter.
4. Titles having words same or similar to a government organisation, foreign
government organisation, institutions, prominent titles, trade marks or
prominent brands shall not be verified as these may mislead public or
exploit/misuse the name of the organisation/institution and may also violate
trade mark and copy right Acts.
5. In case of a periodical pertaining to a government department/institution or
any association/organisation, the ownership will be allotted in the name of
the organisation and the applicant would be advised accordingly.
6. Titles making use of any kind of symbol other than alphabets/numerals and
words sounding absurd or meaningless may not be allotted.
7. Titles which are Obscene or offending to public sense or titles having
symbols or any other object which may not be in public interest should not
be allowed.
8. Combining two independent titles to make one new title and extracts from
any existing title/s which does not make the new title substantially dissimilar
would not be verified.
9. Titles would be considered similar if they contain the same words whether in
same or in different order irrespective of language, place of publication and
periodicity.
10. Suffixing or prefixing the words relating to city, state, periodicities, language,
prepositions/adjectives, articles (A, An, The) etc., to an existing title can not
be considered as different. Such most commonly used words are: The,
Times, Daily, Dainik, Weekly, V/Wartha, Aaj, Today, Express, News, India,
National, Rashtriya etc. Suffix or prefix of such words does not necessarily
change the meaning of a title already verified. Therefore, titles with such
prefixes and suffixes shall be considered as similar titles.
11. Prefixing or suffixing any generic word to any existing titles, which does not
substantially alter formation or meaning to the existing title, would be
considered similar to the existing titles. However generic words shall not be
treated as proprietary.
12. In case of any doubt regarding same or similarity, the decision of Press
Registrar will be final.
13. Press Registrar shall have power to cancel a verified title, if not registered,
after recording the reason(s) in writing.
14. Titles resembling Government Organisations/Departments, names of
National Leaders and Heads of the Government functionary cannot be
verified in any language. Names of prominent political parties of
Central/State Government shall be considered with proper justification.
15. Any title which is same or similar to any national emblem or name or given
the impression of the patronage of Central Government or State
Government or shows any connection with any local authority or any
corporation or body or body corporate constituted by the government under
any law, or any international organisation such as UN etc., shall not be
allotted, as provided under “The emblem and names (Prevention of
improper use) Act, 1950.”

IMPORTANT NOTICE FOR NEWSPAPER PUBLISHERS

1. The Press and Registration of Books Act 1867 stipulates submission
of Annual Statement by each registered Newspaper/Publication on or
before 31st May of every year. Failure attracts penalty of Rs. 500/- per
Annual Statement under the PRB ACT.
2. A large number of Newspapers/Publications have defaulted in
submitting Annual Statements during the last several years. Such
defaulters are hereby advised to remit the requisite penalty amount of
Rs. 500/- for each year of default (per Annual Statement) positively by
31st March 2010, failing which action may be taken as per law.
3. The penalty is to be paid in the shape of Demand Draft drawn in
favour of “Drawing and Disbursing Officer, Office of RNI”, and can

REGISTRAR OF NEWSPAPERS FOR INDIA
IMPORTANT NOTICE FOR NEWSPAPER PUBLISHERS
1. The Press and Registration of Books Act 1867 stipulates submission
of Annual Statement by each registered Newspaper/Publication on or
before 31st May of every year. Failure attracts penalty of Rs. 500/- per
Annual Statement under the PRB ACT.
2. A large number of Newspapers/Publications have defaulted in
submitting Annual Statements during the last several years. Such
defaulters are hereby advised to remit the requisite penalty amount of
Rs. 500/- for each year of default (per Annual Statement) positively by
31st March 2010, failing which action may be taken as per law.
3. The penalty is to be paid in the shape of Demand Draft drawn in
favour of “Drawing and Disbursing Officer, Office of RNI”, and can
be sent to the:-

मराठ्यांना आरक्षण ही काळाची गरज

मराठा जातीच्या इतिहासाला जवळजवळ 2 हजार वर्षांपूर्वीच्या काळापासून ऐतिहासिक संदर्भ मिळतात. इ.स. पूर्वकाळातील मौर्य वंशापासून नंतरच्या सातवाहन, क्षत्रप तसेच अलिकडच्या चालुक्य आणि यादव वंशाच्या राजापर्यंत या मराठा जातीचे वर्चस्व दिसून येते. तेराव्या शतकाच्या अखेरीस यादव सत्तेचा पाडाव केल्यानंतर ते थेट सतराव्या शतकात छत्रपती शिवाजी महाराजांच्या राज्य स्थापनेपर्यंत मुस्लिमांनी राज्य केले. त्यानंतर पुन्हा जवळजवळ 150 वर्षे इंग्रजांनी राज्य केले. या काळात राज्यकर्त्यांनी जातीभेदाचेच राजकारण करून राज्य केले. इंग्रज तर जाता-जाता आमच्यामध्ये जाती-जातीत भांडणे लावून गेले. भारताला स्वातंत्र्य मिळून 60 वर्षे झाली. तरीही जाती-पातींचे राजकारण आजही सुरू आहे. डॉ. बाबासाहेब आंबेडकरांनी मागासवर्गाला न्याय मिळावा म्हणून घटनेत आरक्षणाची तरतूद केली. त्या आरक्षणाचे राजकारण करून आजमितीस प्रत्येक राजकीय नेता सत्तेची फळं उपभोगत असताना ज्यांच्यासाठी आरक्षणाची तरतूद केली ते गोरगरीब मात्र आजही दारिद्रयांमध्ये खितपत पडले आहेत. सांगायचा मुद्दा हाच की, ज्याला शक्य झाले त्याने आपली प्रगती साधली. परंतु बाकीचा समाज मात्र कायम उपेक्षितच राहिला. हीच परिस्थिती आज मराठा समाजाचीही आहे.
स्वत:च्या मनगटावर विश्वास ठेवणारी, स्वामीनिष्ठ, दिलेल्या शब्दाला जागणारी, मोडेन पण वाकणार नाही, मरेन पण हटणार नाही, अशी बिरुदावली बाळगणारी जात म्हणजे मराठा. ब्रिटीशांची सत्ता येईपर्यंत जवळजवळ 150 वर्षे मराठ्यांनी महाराष्ट्रात राज्य केले. मोगल काळात आणि पुढे इंग्रज काळातही या मराठा समाजातील काही मंडळींनी आपला दबदबा कायम ठेवला होता. तेव्हा शिपाई, मावळा, मराठा, पाटील, देशमुख, सरदार हे मराठा म्हणून गणले जात. त्यातूनच पुढे व्यवसायावरून जाती पडल्या. शेती कसणाऱ्यांच्या काही भागात कुणबी, मराठा कुणबी, कुणबी मराठा, तिलोरी कुणबी अशा विविध पोटजाती तयार झाल्या. सांपत्तीक स्थिती आणि सामाजिक दर्जा यानुसार अनेक स्तर तयार झाले. ब्रिटिशांचे राज्य गेल्यानंतर मुलुखगिरी गेली. इनामे खालसा झाली. सरंजामशाही, राजेशाही संपल्याने मराठा जातीतील ज्या मूठभर लोकांकडे शेतजमीन, संपत्ती, सामाजिक स्थान वंश परंपरेने चालत आले होते असा वर्ग अधिक पुढारला गेला. मात्र तळागाळातील बहुसंख्य मराठा समाज हा अधिकच मागासला. या आपल्याच मागासलेल्या समाजाला विविध आमिषे दाखवून मुठभर उच्चभू्र मराठ्यांनी कधी पैसा दाखवून तर कधी सामाजिक भांडवल करून उच्च स्थाने पटकावली. राजकारणात मुसंडी मारली. परंतु या मंडळींनी आपल्या समाजाकडे विशेष लक्ष न दिल्याने बहुसंख्य मराठा समाजाची अवस्था आजही दयनीयच आहे. प्रत्येक वेळी मराठा म्हटल्यावर या मूठभर लोकांचीच उदाहरणे दिली जातात. परंतु प्रत्यक्षात शेतीवर अवलंबून असलेली अनेक मराठा कुटुंबे गेल्या दोन-तीन पिढ्यांपासून अल्पभूधारक तसेच काही भूमीहीन झाले आहेत. आत्महत्या करणाऱ्या शेतकऱ्यांमध्ये 75 टक्क्यांहून अधिक मराठा आहेत. रोजगार हमी योजना, शेजमजुरी, माथाडी तसेच इतर ठिकाणी मजुरी करणाऱ्यांमध्ये 70 टक्क्यांहून अधिक लोक हे मराठा जातीचे आहेत. शैक्षणिकदृष्ट्या ही मराठा जात खूपच मागासलेली आहे. शिक्षणाचा प्रचार आणि प्रसार तळागाळापर्यंत करणारी मंडळी मराठा समाजातील असूनही शिक्षणाच्या अभावामुळे नोकरीतील प्रमाण फक्त अडीच ते तीन टक्के आहे. ही जात खुल्या वर्गात मोडत असल्याने शिक्षणाकरीता प्रवेश अगदी शाळेपासून, इंजिनियरींग, आय.टी., मेडीकल, आयआयएमपर्यंत आणि नोकऱ्यांपासून पदोन्नतीसाठीही प्रखर स्पर्धेस तोंड द्यावे लागत आहे. आज मराठा समाज व्यसन, राजकारण आणि खोट्या प्रतिष्ठेच्या विळख्यात सापडला आहे. मराठा समाजात खोट्या प्रतिष्ठेचा पीळ कायम आहे. मद्यपान करणे म्हणजे मर्दुमकी असा मराठा समाजातील पुरुषांचा समज आहे. त्यामुळे श्रीमंत असो वा गरीब बहुतेकजण दारूच्या आणि इतर व्यसनांच्या आहारी गेलेले. एवढे करून सवरून घरी गेल्यानंतर पत्नीला, पोरांना मारहाण, शिव्या, शेजाऱ्यांशी भांडणे हे ठरलेले आहे. काही मराठ्यांना राजकारणाची मोठी हौस. या हौसेपायी काही आमिषे दाखवणाऱ्यां नेत्यांच्या पाठी हे सतत फिरत असतात. नेत्यांच्या नादी लागून अनेकवेळा इतरांशी संघर्ष करतात. तोडफोड, हाणामाऱ्या, दमबाजी अशा प्रकारातून हे तरूण अंगावर पोलीस केसेस ओढवून घेतात. एकदा पोलीस केस झाली की, पुढचे संपूर्ण आयुष्य बरबाद होते. त्यावेळी यांचे नेते इतरांच्या समस्या, प्रश्न सोडविण्यात दंग असतात. यांचा वाली कोणीच नसतो. वारंवार धक्के बसूनही हा मराठा सुधारायला तयार नाही, याला जबाबदार कोण?
आज अनेक मराठा नेत्यांना शिक्षणसम्राट म्हणून ओळखले जाते. शिक्षणाचे माहेरघर असलेल्या पुण्यात आणि देशाची आर्थिक राजधानी असलेल्या मुंबईत आज बऱ्याच शिक्षणसंस्था बहरलेल्या दिसतात. परंतु तेथे फक्त पैशाची भाषा चालते, हीच खरी शोकांतिका आहे.
राजकीय पटलावरील सद्य परिस्थिती पाहता येत्या एक-दोन निवडणुकींनंतर मराठ्यांचे वर्चस्व नेस्तनाबूत होईल, असे चित्र दिसते. सध्याची बहुतेक मंडळी पूर्वपुण्याईवर तग धरून आहेत. राज्यातील 33 जिल्हा परिषदांपैकी एक तृतीयांश जागाही मराठ्यांकडे नाहीत. 90 टक्के मराठा जातीची लोकसंख्या असलेल्या गावात 15-20 वर्षे मराठा सरपंच नाही. आमदारांची संख्या आताच 25-30 टक्क्यांवर येऊन ठेपली आहे. यासाठी आता मराठ्यांमधील 96 कुळी, पंचकुळी, सप्तकुळी, देशमुख, पाटील, सरदार, राजांनी स्वत:ला कमीपणा वाटून घेण्यात काहीच हरकत नाही. लाजही वाटायचे काही कारण नाही. आपल्या समाजाच्या हितासाठी, आपल्याच तळागाळातील गोरगरीब बांधवांसाठी आरक्षण मिळणे ही आजच्या काळाची गरज आहे. तुम्हाला लाज वाटत असेल, संकोच वाटत असेल तर निदान गप्प बसा, जी मराठा समन्वय समिती व इतर मराठा संघटना संघर्ष करीत आहे त्यांच्यामध्ये "खो' तरी घालू नका, हेच यानिमित्ताने सांगावेसे वाटते. आज संपूर्ण महाराष्ट्र ढवळून निघाला आहे. आरक्षण देण्यासाठी सरकारनेही नमते घेतले आहे. मग काही मूठभर मराठ्यांचा विरोध का? तुम्ही गप्प बसावं, हेच शहाणपणाचं ठरेल, अन्यथा संतप्त मराठ्यांकडून तुम्हाला चांगलाच धडा शिकवला जाईल, ही आमची पोकळ धमकी नव्हे, कारण पाणी डोक्यावरून जायला लागले आहे. तेव्हा गप्प राहणे हेच शहाणपणाचे लक्षण आहे, आणि हाच तुमच्यासाठी मोलाचा सल्ला आहे.

नवे वर्ष-नवे प्रकल्प-नवे संकल्प

नववर्षाचे स्वागत करताना तुमच्या मनात नक्की काही नवे निश्र्चय करण्याचा विचार तरंगत असणार.हे नवे वर्ष सुखाचे, समृद्धीचे, यशाचे, ध्येयपूर्तीचे जावो अशा शुभेच्छा तुम्हाला देत असतानाच आम्ही तुम्हाला कोणते निश्र्चय तुम्ही स्वत:शी करावेत याबाबत मार्गदर्शक टिप्स देतो आहोत. हे इथे सूचिबद्ध केलेले सर्वच्या सर्व निश्र्चय तुम्ही कराल, पाळाल असे नाही, पण जेवढे जास्त निश्र्चय कराल आणि अंमलात आणाल तेवढी तुमची अधिक स्वप्ने साकार होतील हे मात्र नक्की. तर मग ही घ्या "निश्र्चय सूची' नववर्षाच्या शुभेच्छांसह!
* रोज किमान एक वृत्तपत्र आणि पुस्तकांची 25 पाने वाचीन.
* रोजच्या रोज दैनंदिनी लिहून दिवसभरातील घटनांची आणि चुकांची अंतर्मुख होऊन नोंद करीन, उद्या स्वत:च्या विकासासाठी काय करणार त्यापैकी एका मुद्दयाची, कृतीची नोंद करीन.
* मी "पॉझीटीव्ह थिंकींग' करीन निगेटीव्ह विचार, भावना आणि व्यक्तींना थारा देणार नाही.
* मी सर्व अपॉइंटमेंटस्‌, वेळा आणि दिलेले शब्द सबबी न सांगता पाळीन, जी पुरी करण्याची माझी इच्छा, क्षमता नाही अशी आश्र्वासने मी कुणालाही देणार नाही.
* इतरांनी ज्याप्रकारे मला मदत करावी असे वाटते तशी मदत मी पुढाकार घेऊन इतरांना करीन.
* माझ्या चुका मी कबूल करीन आणि सुधारीन.
* मी माझे आणि माझ्याभोवतीच्या लोकांचे मन प्रसन्न ठेवीन.
* दुसऱ्यांमध्ये मी चांगले गुण शोधीन, दोष, उणीवा, चुका शोधून पूर्वग्रहाने कुणाशी वागणार नाही.
* माझ्या जबाबदाऱ्या मी स्वीकारून वेळेवर पार पाडीन.
* कुठलीही गोष्ट फुकट घेणार नाही.
* रोज 15 मिनिटे व्यायाम, योगासने, ध्यान करीन.
* भाषण, संभाषण कौशल्य जाणीवपूर्वक विकसीत करीन, दुसरा नाराज, नाऊमेद होईल असे बोलणार नाही.
* भीती, शंका, संशय, मत्सर, द्वेष याला थारा देणार नाही.
* मित्र, नातेवाईकांशी समक्ष भेटी, फोन, एस.एम.एस. द्वारा सतत संपर्कात राहून संबंध वाढवीन.
* लोकांना जाणीवपूर्वक खुश करण्यासाठी चांगले वागेन, बोलेन, त्यांची स्तुती, प्रशंसा करीन व आपला ग्रुप बांधीन.
* दर महिन्याला किमान 1 मराठी नाटक किंवा चित्रपट पाहीन, 1 पुस्तक वाचून पूर्ण करीन.
* मातापित्यांच्या इच्छा, अपेक्षा पूर्ण करीन.
* मुलांना स्वातंत्र्य देऊन व्यक्तिमत्वविकासासाठी संधी, प्रशिक्षण, संस्कार देईन.
* आठवड्यातील किमान 1 तास माझ्या छंदासाठी देईन.
* आठवड्यातून 2 तास माझा स्वार्थ नसलेल्या समाजकार्यासाठी देईन.
* आळशीपणा, वेळ वाया घालवणे, चकाट्या, रिकामटेकड्या गप्पा, व्यसनात वेळ वाया घालवणार नाही.
* मी चुगल्या करणार नाही, हलक्या कानाने कुणाचे ऐकून कुणाबद्दल माझी मते बनवणार, बदलणार नाही.
* शिव्या देणार नाही, अपशब्द संभाषणात वापरणार नाही.
* रोज एका तरी व्यक्तीला प्रसंगोचित शुभेच्छा देईन.
* रोज 1 तास कुटुंबीयांना देईन.
* रोज 1 जेवण किंवा नाश्ता टी.व्ही.न लावता एकत्र कुटुंबाबरोबर घेईन.
* दर दोन महिन्यातून एखाद्या सुट्टीला कुटुंबासह सहलीला जाईन.
* माझ्या देव-दैवत-साधुपुरुषाच्या ध्यान-पूजेत रोज 10 मिनिटे व्यतित करीन.
* दर सहा महिन्यांनी रक्त इ. आरोग्य तपासणी करून घेईन.
* वर्षभरात एकदाही अपचन होईल एवढे खाणार नाही.
* मी आवश्यक त्या रक्कमेचा माझा विमा उतरवीन.
* निवृत्तीनंतरच्या जीवनासाठी आत्तापासून गुंतवणूक करीन.
* नियमित बचत करीन.
* नियमित कर्जफेड करीन.
* अकारण फोन, मोबाईल गरजेपेक्षा जास्त वापरणार नाही.
* उत्तम श्रोता बनेन, लोकांचे ऐकून घेईन, कमी बोलेन.
* माझ्या चुकीची क्षमा मांगेन, दुसऱ्याला क्षमा करेन.
* नेहमी हसतमुख राहीन.
* कंजुष क्षुद्रवृत्तीने वागणार नाही.
* खरा मित्र बनेन, खरे मित्र जोडून, सांभाळेन.
* दिलेले, सोपवलेले काम निष्ठेने विचारपूर्वक करीन.
* कार्यालयातील प्रश्र्न घरी व घरचे प्रश्र्न कार्यालयात "नेणार' नाही.
* आकर्षक दिसण्यासाठी पोषाख, चष्मा, मेकअप्‌, बॉडी लॅंग्वेज, पर्सनॅलीटीची काळजी घेईन.
* अपॉइंटमेंट घेतल्याशिवाय कुणाला भेटणार नाही.
* मी, माझे, मला ऐवजी आपले, आपण बोलेन.
* लोकांशी स्वत:विषयी न बोलता त्यांच्या विषयी बोलेन.
* लोकांना ते कुणीतरी खास व्ही.आय.पी.आहेत अशी वागणूक देईन.
* लहानसहान गोष्टींकरिता न चुकता लोकांना धन्यवाद देईन.
* लोकांची नावे, जन्मतारखा लक्षात ठेवीन.
* वादाचे मुद्दे टाळीन, भांडणे करणार नाही.
* चांगले बोलता आले नाही तरी वाईट बोलणार नाही.
* प्रामाणिकपणे उदारपणे लोकांचे कौतुक करीन.
* दरमहा काहीतरी अतिरिक्त उत्पन्न मिळवण्यासाठी जोड व्यवसाय करीन.
* हॉटेलमध्ये कमीतकमी खर्च करीन/ जाईन.
* शक्य तेव्हा स्वत:च्या वाहनाऐवजी सार्वजनिक वाहनाने प्रवास करीन.
* लग्न, समारंभांवर उधळपट्टीने खर्च करणार नाही.
* बढाया, थापा, गमजा, वल्गना करणार नाही.
* रोज मॉर्निंग वॉकला जाईन.

* उंचीच्या प्रमाणात आदर्श वजन ठेवीन.
* आठवड्यातून एकदा तरी उपवासाचे पदार्थही न खाता लंघन-उपास करीन.
* रोज रात्री झोपण्यापूर्वी स्नान करीन.
* एखाद्या जिवंत व्यक्तीला गुरू मानून त्यांचा सल्ला वेळोवेळी घेईन.
* अकारण आक्रमक, आक्रस्ताळेपणाने वागणार नाही, नेहमीच सौजन्याने, साभ्यतेने वागेन.
* मी भूतकाळातील चुका मान्य करीन, पण त्यासाठी पश्र्चात्ताप करीत, न्यूनगंडाने वागणार नाही.
* लहान प्रश्र्नांचा मी मोठा बाऊ करणार नाही.
* मी माझ्या कामात इतरांना सहभागी करून घेईन.
* मी तणावमुक्त राहण्याची सवय मनाला लावीन.
* मी नाही म्हणायला शिकेन, कुणाच्या नाहक दबावाखाली हो म्हणणार नाही.
* मी रोज सकाळी आजच्या कामांची यादी करून रात्री त्यांचा जमाखर्च मांडेन.
* मी परिस्थितीवर नियंत्रण मिळवू शकलो नाही तरी मन:स्थिती काबूत ठेवीन.
* मी कॉम्प्युटर, इ-मेल, वेबसाईट यांचा वापर करून माझे माहिती व जनसंपर्क वाढवीन.
* मी सर्वांच्या नजरेत भरण्यासाठी दक्ष राहीन पण कुणाच्याही नजरेत खुपणार नाही याचीही काळजी घेईन.
* मी लोकप्रिय व्यक्ती बनण्याचा माझ्याशी संपर्क-संबंध येणाऱ्या वर्तुळात प्रयत्न करीन.
* मी दरमहा एकातरी महत्त्वाच्या व्यक्तीची ओळख करून संपर्कात राहीन.
* मी महिन्यातून एकदा तरी माझ्या देव-दैवताच्या देवळात जाऊन प्रार्थना करीन.
* मी पुढच्या 31 डिसेंबर 2009 पर्यंत आज आहे त्यापेक्षा अधिक यशस्वी असेन!
